Frequently Asked Questions about Nucleic Acid Test

The Chinese Embassy in New Zealand published Notice on Airline Boarding Requirements for Certificates of Negative Nucleic Acid and Anti-Body Blood Tests Results (the Notice) on 31 October 2020, and Notice of Interim Measures of Two Separate Nucleic Acid Tests (PCR) for China-Bound Flights Departing From New Zealand (the Interim Measures) on 4 November 2020. Please find as follows our replies to the most frequently asked questions.

 

1. Could you be more specific about "Both nucleic acids tests must have the specimen collected and tested within 2 days before boarding China-bound flights, and must be conducted by different laboratories. The two specimens should be collected with proper time interval" mentioned on the Interim Measures.

The current procedures in New Zealand require to have the specimen collected from a healthcare provider, such as hospitals, urgent medical centres, clinics, and GPs, and the specimen goes to a testing institution (laboratory) to be analysed. Testing institutions are not open for the public. The Interim Measures require to have two specimens collected and analysed within 2 days. The specimen can be collected from the same clinic or GP, however, the test reports must not come back from the same testing institution, and you can't have the both specimen collected at the same time.

2. I can't have my specimen to be analysed by two testing institutions, what should I do?

According with the Interim Measures, if unable to have the tests done by different laboratories, the travellers should have the second specimen collected on the following day after the first specimen is collected. For example, if a flight is scheduled on 10 November and the first specimen is collected on 8 November, the second specimen must be collected on 9 November, and each specimen should obtain separate reports of negative results.
 

3. I had my specimen collected from different cities, which consular office should I make the request for the green health QR code, or Health Declaration Form?

You can have your specimen collected from different cities to suit your personal arrangement and to meet the requirement to have your specimen analysed by different testing institutions. Once you have received both two reports of negative test result, please request for the green health QR code, or Health Declaration Form through the consular office where the city you had your first specimen collected according to consular district jurisdiction.

4. Could you be more specific about "the both tests must be done within 2 days before boarding the flight, and the date of the first specimen is collected will be used for the request".

The date of the first specimen is collected will be used for the request as the date to calculate the expiration date of the test reports. For example, if the first specimen is collected on 8 November, then the flight departure time must no later than 23:59 on 10 November, in another words, if the flight is scheduled departing on 10 November, the first specimen should not be collected early than the day of 8 November.

The report you received in New Zealand may come out with different layout. It may also include dates such as date of collection, observation date, and report date, and print date from GPs. The date of collection will be used for requesting for the green health QR code or Health Declaration Form, if the date of collection is not specified, the earliest date shows on the report will be used for the request.

For example, the first report shows the date of collection is 8 November, the observation date and the report date is 9 November, and the second report shows the both date of collection and the report date is 9 November, when requesting for the green health QR code or Health Declaration Form, the date of 8 November must be used as the date of collection.

5. I received my result through text message. 

Please contact the testing institution and request for a hardcopy or electronic version of the test report. You can also contact the healthcare provider where had the specimen collected for your test report.

Before taking the tests, please consult healthcare providers or testing institutions in relation to the timeframe of getting your test reports, and make sure you request for formal test reports from testing institutions.

6. I am foreign national, can I request the green health QR code with 'HS' mark by using the International health QR code mini program in Wechat.

Foreign national must request for Health Declaration Form by providing two reports of negative test result according with the Notice.

A web-based Health Declaration Form will soon be available online, and information will be released on the official website of the Chinese Embassy in New Zealand.

7. How long it takes to receive the green health QR code with 'HS' mark, or Health Declaration Form?

We have staffs available during business days, weekends and public holidays, we will get back to you at the soonest possible time. If your request has been declined, we will send notification through the Wechat International health QR code mini program, or by emails if requesting for Health Declaration Form.

8. I have already obtained the green health QR code with 'HS' mark, do I still need to bring hardcopies of my test reports?

It is recommended to carry hardcopies of your test reports for verification purpose.

9. Can I transit through New Zealand on my journey to China?

Please use extra caution when travelling to China through New Zealand. You must also have your Nucleic Acid Tests done in New Zealand when transiting through New Zealand to China, even you have already obtained the green health QR code or Health Declaration Form through the Chinese diplomatic and consular missions at your origin of departure.

There are no testing facilities available at the transit areas of any New Zealand airports. If you must transit through New Zealand, it is important to make sure you have been granted a New Zealand visa and permitted to enter New Zealand, and you must follow the quarantine procedures set by New Zealand government after entering New Zealand. Once you have completed the quarantine in New Zealand, you still need to complete the nucleic acid tests according with the Notice and the Interim Measures, and request for the green health QR code with 'HS' mark or Health Declaration Form, within 48 hours before boarding your flight.
