1. How to request Health Code?

1.1 Chinese nationals (including the residents of Hong Kong SAR, Macao SAR and Taiwan) can apply for the Health Code through the Wechat mini-program, which can be accessed by scanning the QR code below.

1.2 New Zealand citizens and other foreign nationals can log on the following website to apply for the Health Code https://hrhk.cs.mfa.gov.cn/H5/


2. What documents are required for health code application?

2.1 Required documents prior to travel

Please provide a single negative PCR test results. Please refer to section 3 and 4 for the time frame of the tests and other requirements. (Testing facilities can be found and book through the link https://testtotravel.co.nz。The test facilities listed on the website are not authorised facilities appointed by the Chinese diplomatic or consular missions in New Zealand, and only for your reference and convenience. )

2.2 Valid Travel Document

Foreign nationals are required to upload a clear photo of the information page of their passports. Residents of Hong Kong SAR, Macau SAR and Taiwan are required to upload a clear photo of the information page of one of the following travel document: Mainland Travel Permit for Hong Kong and Macau Residents, Mainland Travel Permit for Taiwan Resident, or Travel Document of the People's Republic of China.

2.3 Valid Entry Visa or Resident Permit

Foreign nationals are required to upload a clear photo of their current valid Chinese entry visa or resident permit unless they are eligible for Chinese visa exemption. Chinese nationals are not required to upload any foreign visas.

2.4 Travel itinerary

Electronic ticket or flight itinerary issued by airline company or travel agent bearing full name of the passenger and detailed flight information. The ticket must show the origin of departure is from New Zealand to China. Flight itinerary without personal information and flight details, and screenshot of flight booking from text message, are not acceptable..


3. How to choose the date for the tests?

1) A single COVID-19 PCR test is required within 48 hours before the scheduled departure time of the China-bound flight. For example, if your flight is scheduled departure time is 11pm on Thursday night, then you need to have your COVID-19 PCR test to be conducted after 11pm on Tuesday nigh.  

2)  Please be aware that there are possibilities that your test reports cannot be completed on time as some testing facilities do not open during the weekends. Please make your travel arrangement in advance and consult your local testing facilitie.


4. What are the requirements on the test reports?

The Chinese diplomatic and consular missions in New Zealand only accept a negative PCR test report conducted with a nose or throat swab specimen (Nasopharyngeal Swab). 

The original COVID-19 PCR test reports issued by a testing facility are required when requesting for the health code. The reports must clearly show your full name (must match the full name shown on your passport or travel document), date of birth, and date of tests (sampling), and test results, and name of the testing facility. If you are unable to provide the original COVID-19 PCR test reports, reports issued by a GP or a clinic (including Inbox reports) are acceptable but must distinctly state the name of the testing facility, and be signed by the GP or carry the stamp of the clinic.

Reports will not be accepted if any required information is missing or without the above-mentioned signature or stamp. Test results send by text message are not acceptable.


5. What are the acceptable travel documents?

When applying for the health code, New Zealand citizens or citizens from a third country, should submit a copy of valid passport. Mainland Chinese citizen should submit a copy of valid Chinese passport. Residents of Hong Kong SAR, Macao SAR and Taiwan should submit the corresponding Mainland Travel Permit for Hong Kong and Macao Residents, or Mainland Travel Permit for Taiwan Residents, or   Travel Document of the People’s Republic of China.

Please make sure that the number of travel document you provided matches the number shown on your test report, vaccination certificate, proof of residence, and travel itinerary.


6. When should the application for health code be uploaded?

Please be advised to submit the application through a proper platform upon receiving the test reports and pay close attention to the outcome of the application. If the application has been declined (shown in red color), please provide information as shown on the notification and make the request again.

When you have all required documents ready and please apply for the health code as soon as possible but no later than 7pm on the same day of your scheduled flight. Please make sure you have been issued a health code before arriving at the airport and to avoid missing your flight.

All applications for the health code will be reviewed manually, and may take a longer time to process. Please check your status of your request through the app or website, and only contact us in case of emergency.


7. Do you have any tips for submission of personal information?

8.1 Applicants who are the Chinese citizens (including the residents of Hong Kong SAR, Macao SAR and Taiwan) should enter their full names in Chinese as shown on travel documents as well as the travel document numbers. The residents of Hong Kong SAR, Macao SAR and Taiwan should also upload a picture of the travel document.

8.2 Please provide your New Zealand local mobile phone number, or if you don’t have a local phone number, you have provided your Chinese mobile phone number, please make sure the number you provided is reachable, in case we need to talk to you.

8.3 Please submit the application for the health code to the mission whose consular service covers the location of the testing facility, as shown below:

Chinese Embassy in New Zealand: Wellington, Manawatu-Wanganui, Hawke's Bay, Taranaki, Gisborne, Bay of Plenty

Chinese Consulate-General in Auckland: Auckland, Northland, Waikato

Chinese Consulate-General in Christchurch: South Island


9. What could he/she do if he/she made a mistake in submitting the materials for the health code, or the application were declined?

He/she will be notified of the reasons for any failure of application through the Wechat mini program or H5 website. He/she is requested to re-submit the application for the health code after making due adjustments as required.


10. Does he/she need to bring the hard copies of test reports when boarding flight to China after receiving the green health codes?

He/she is recommended to bring the hard copies of the negative test reports in case of inspection. He/she may be declined to board if he/she refused to cooperate with the airline when verifying documents.


11. Do infants have to apply for the health code?

Children are required to apply for the health code in accordance with current requirements of pre-departure COVID-19 tests.


12. How does a seafarer apply for health code?

Seafarers can request the health code in accordance with current requirements of pre-departure COVID-19 tests.. 


13. People who have been infected with COVID-19.

There are no additional requirements for people who have been infected with COVID-19, or a close contact or showing suspected symptoms, or have received a presumptive positive or equivocal test result. A health code can be requested by providing a single COVID-19 PCR test result within 48 hours before the scheduled departure time of the China-bound flight.
